Scootaloo is such a hoof-full that her aunts, teacher, and mentor are familiar with everything on this helpful guide. Unfortunately for Scootaloo and certain parts of her anatomy, that means she is familiar with everything here too.
My headcanon is that literal grounding is a short-term punishment for misbehaving pegasi who live on the ground. It does much of what a normal grounding does: restrict play without hindering schoolwork and chores. A foal in grounding gloves is subject to some teasing also.
Low-strength inhibitor rings make magic use harder. It makes daily tasks take longer, like having a leg in a cast. It encourages ponies to reduce their magic use, and adds a bit of humiliation to their day-to-day lives until they've learned their lesson. These are used on ponies of all ages, with the strength and duration of the ring depending on the offense.
Uploading as semi-grimdark, but staff can decide if it qualifies as safe.
I should have done this in Illustrator. Vectors would have made moving the lines and pairing them to the text much easier. Font: Gabriola
